It does matter!! Like it or not, the President can not do it all himself. He needs the Congress and the Senate to get stuff done. If the public pressure effects the regular congressman/woman, who sees that in two years his/her seat could be in jeopardy, he/she will think twice about voting for these lunatic policies Trump wants.
