A former president cannot declassify anything. A currently sitting presdient can but there are well documented procedures to do so.

I'm certain it needs reform, given that crazy flow-chart, but it's not like there wasn't a clear set of steps to move through...at least that's my take, given what Biden did in returning documents versus Trump.
