Both Rubio and Hawley seem to have 2024 aspirations and are trying to adopt the Trump “man of the people and fighting to get you cash” pose.
True. Also, Rubio is up for re-election to the Senate in 2022, so he probably doesn’t want an aggrieved Trump stirring up trouble down in Florida and having someone mount a primary challenge.

I thought he'd already said he was not going to seek re-election? Or did he just get spanked by the Donald that hard that I imagined that he'd quit.

At some point he’d said he wasn’t going to run for re-election in 2016, probably because he was too busy with his presidential bid. After that flamed out, he ended up running for Senate, and as far as I can find through a quick google search, he’s planning to run in 2022.
 
I’m in the fortunate position of not needing to watch these negotiations to know whether I’ll be getting money I desperately need to pay my bills, so I admittedly haven’t followed every second of it. Even if Mitch doesn’t allow a vote on the $2000 direct payments, are people still going to at least get the original $600, or is that off the table now?
 
Can someone explain to Mr Thicko McThickison, how, in Der Wurlds Greatest Democracy, 2 blokes, the President and this one, can just say, "Nah, not for me" after stuff is passed by other chambers?

The Senate Majority Leader controls the calendar so may alone inhibit a bill from reaching the floor for a vote. He/She can be over-ruled by a majority of the Senate to call for a vote but that's not likely to happen in any event because members of the majority are not likely to buck the Majority Leader.

In this case, McConnell doesn't want a vote because of the political damage it would do to Republicans to be on record as voting against it. Passing this bill as is also makes McConnell look like a massive loser given his negotiation stance for the last 6 months.

Since he has been Majority Leader, McConnell has prevented HUNDREDS of bills from reaching the floor for a vote. Even bipartisan legislation passed by the House doesn't get a floor vote. What was once called "the world's most deliberative body" has degenerated into a pathetic shell of a democratic institution virtually limited to confirming Federalist Society-approved "Originalists" to lifetime positions in the Judiciary.

It's McConnell's desired legacy.

Trump is an a-hole egomaniac. McConnell is pure evil.

Almost certainly, yes.
