Most definitely. The guys on Pod Save America have been saying for months that Trump’s best (and maybe only) strategy for dealing with black voters is not to convince them to vote for him, but just to get them to stay home. Stuff like this will almost guarantee lower turnouts.
As for me, I typically do early voting, sometime in the weeks leading up to the election, and just walk in, vote and leave. Probably takes less than 15 minutes from the time I leave my house until the time I get back home. The last time I voted on the actual Election Day, I seem to recall waiting in line for a short time, but definitely not longer than half an hour. 2002 was the first election I was eligible to vote in, which was after our state made the move to voting on electronic machines, so no idea what it was like in the days of paper voting.
