You don't understand what "terrorist" means. Semantic as it is, Soleimani targeted US soldiers (which is obviously criminal and deserves retalliation from a government standpoint) but he hasn't targeted US civilians, which is the definition of terrorism. <--This, along with a long list of differences (Bin Laden was on the FBI most wanted list, Bin Laden was pursued by 3 administrations, Bin Laden was pursued by Interpol and Libya, Bin Laden wasn't a high-ranking leader of a foreign nation, Bin Laden wasn't fighting on the side of the USA against ISIS, etc.) between the Soleimani killing and the Bin Laden killing are what makes your forced equivalence between the two quite vacuous.
