No, it's not - anywhere the President goes, it's a production (regardless of the identity of the President).
And picking at a nit, the story was incorrect about identifying "Air Force One" - it is always the plane on which the President is travelling, not just one of the two converted 747's. An example: way back when President Nixon resigned, he had left the White House prior to his Vice President being sworn in as President - so the presidential aircraft was designated as "Air Force One" while Nixon was on it - then, part way through the flight, it's call sign was changed from AF1 to "SAM 27000" (Special Air Mission 27000) when President Ford had been sworn in.
And no, I have no ulterior motive in bringing up the example of a President resigning office. Really, I mean nothing by that.
