It's his decision isn't it? So he's decided not to have it, not her, even though it was her recommendation.

No it's kind of not. He can deliver the State of the Union in writing or in Congress. There his remit. Those are the only two ways. He wants the television audience because he still thinks this is about "ratings".

And lol about the "funding he requires". The shutdown started when Republicans owned the executive branch, BOTH legislative branches and SCOTUS. But sure, it's on the democrats who a) offered $25billion for the wall in exchange for DACA which was rejected and b) have been trying to get the Senate to vote on the exact same bill that PASSED in the Senate by about 96-4.

But it's the democrats fault.

The long and short of this shutdown really falls at the feet of that absolute POS McConnell. He's refusing to bring up a House bill for a vote because "why bring up a bill the President will veto".

You know, except that the legislative branch is SUPPOSED to be a check on the executive and they can override a presidential veto.
