Of course - he can't change it, but the issue is how he chooses to interpret it and what the other branches of government let him get away with, as well as members of the Executive Branch who would be tasked with carrying out his orders. My girlfriend works in the NHS, and a good portion of her time is spent dealing with people who are in serious mental decline - dementia etc.
On an almost daily basis when she either hears Trump speaking or watches some of the clips, she reckons he’s displaying pretty classic signs of dementia or similar.
Genuinely wouldn’t surprise me. If you watch video of him from 5-10yrs back, it’s like watching a completely different person.
I think it's pretty much accepted that Reagan was suffering the early symptoms during his second term.I’ve genuinely no idea but I do remember people joking about Reagan and subsequently it seems they were probably right .
