Did the "Deep State" make Trump appoint all of these corrupt morons?

I've often thought about this. Why do these people want these gigs. Is it pure ego? Like, why did DeVos want education. Did she want change? ego? is it a cash cow for corporate interests? all of the above? sorry... thinking aloud here
