Teams sign youngsters all the time and you may not see them for a year or 2.

A reputation for not playing youth will be a big blocker for signing youth.
They have an incredibly complex set up/pipeline where players get loaned out, signed for Strasbourg, flipped for profit quickly, etc etc. They're very careful to make it almost always a good career move to go there as a young player precisely so they can keep attracting them. It's their entire business model. Very few young players signed by Chelsea are struggling for game time, and the ones that are are trying to break into a CL team so it's worth it to them to try.Yet Chelsea do it .

Chelsea give mins to all the players though, that's been the issue with Maresca. Being told what team he has too pick as certain players need to keep their market values up. They make a crazy amount of subs/changes between games at Chelsea but players do play then the other 20 players they have all get farmed out on loan somewhere.Yet Chelsea do it .

Either Moyes is known for it or he isn’t as I’m pretty sure this isn’t Ginsberg management. If he is known for it (as lots of comments on here suggest), and this is the case, then they wouldn’t have signed in the first place
