He's right, but for the wrong reasons. Once Havelange took over FIFA and turned it into his personal money printing machine, hosting the WC became about how much you were willing to stuff into FIFA/his pockets rather than your ability to host a global event. That's why almost every tournament since has been exposed as corrupt or awarded to a nation that was unable to host it effectively.

The only ones I can think of that buck that trend would be Spain, Italy and Japan/South Korea.
