Fair play, the High Performance Review is genuinely terrible from top to bottom
I disagree.
I've spotted one thing I agree with - the change in the points system for the Championship.
A trial of a bonus-points system in the County Championship is proposed as follows:
Loss: 0 points
Draw: 1 points
Win without scoring more than 324 in any innings: 3 points
Win with any score of 325-399 in any innings: 4 points
Win with a score of 400 or more in any innings: 5 points
Batting and bowling bonus points served a purpose when they were brought in - to make the game more attacking. They've long outlived their usefulness, are artificial and have no relevance to Test cricket. Former England captain and coach Raymond Illingworth proposed something similar to this about 30 years ago - finally the ECB have caught up with the great man.
I've always found it ridiculous that a team can lose by an innings and go away with something like 4 points when they deserve nothing.
Trialing the kookaburra ball is also good, but was likely coming in anyway.
