Plenty laws bylaws and rules stopping people making them permanent residence. Councils are very keen on such happenings because of lost revenue streams. Can't think of residential park home place near me in mid Wales. All holiday residential places which are restrictive on times spent in them.

It seems most over here have moved to 52 week opening. Plenty of dodgy utility bills floating around pointing to occupants of the vans having a "permanent" fixed addresses.
From what you're saying seems Wales have tightened the rules up somewhat.
