I think your misunderstanding stems from your equivalence of thinking ignoring wet markets is the same as 'literally cultivating the perfect environment' for a virus to develop
There is also some debate as to if the wet markets were where it originated from or if it was an example of an early super spreading event. Which makes it more difficult to seek reparations where there is contested origins.
