It seems like the majority of big cities/towns will be under Tier 3. Hopefully Merseyside will be tier 2, Joe Anderson seems to think it will be.

Saying that, there aren't many differences between tier 2 and tier 3 anyway.
Na they've tightened it up now. Under Tier 3 pubs, clubs and restaurants will still have to stay closed. Tier 2 is basically what Tier 3 was prior to this second lockdown.

Indeed.

I think the argument for London was that it shouldn't be treated as one big city but as a series of boroughs where some have been better than others in terms of the R rate.

It's clear though that London was handed Tier 2 because the government are desperate for it to start becoming active again. Apparently the West End alone makes up about 4% of GDP.
