Meaning that the government isn't liable for events being cancelled and insurance companies don't have to pay out.

If you had any doubt whatsoever that money is driving the actions of the government on this, there's your proof.

I’d suggest the same point made by both of you whether intentional or not .

The government isn’t overtly banning anything, but they are creating the conditions for events to be cancelled, which is a perfectly grown up and pragmatic thing to do.

If Corbyn were in power, everything would be banned and we’d be told to be in bed by 7:30pm like good little children.

On a related theme, I really hope and pray however (though there’s fat chance of this) that the state tells everyone who runs an employment agency, employs people on gig work or other causal form of labour that they are responsible for the people they employ. This means sick pay for this now, irrespective of what contract they have.

Chances are, they don't have to anyway, it'll depend on the cover. Most cover is for specified diseases, and, because COVID-19 is new, it won't be specified, so, unless the policy covers for "business interruption for all notifiable disease" the insurers won't be liable.
