There was a guy on the news last week who was very much like this. Big guy loved guns and felt masks were dumb. He then proceeded to continue ride sharing and got the virus. After nearly dying he was saying it changed his mind and now masks are good.

... so if this plan was less about lowering an already fairly low rate of infections, and more a case of getting people back into doing stuff...

I think it's at least partly to try to stop transmissions in the wider community increasing, while opening things up at the same time.

To massively oversimplify things, if people wearing masks reduces R by 0.3* and opening up gyms, leisure centres, whatever, increases R by 0.3, then R stays where it is, so, at the moment, roughly 0.85

*0.3 is a number chosen at random to illustrate the point, and is likely completely wrong.
