Jenkins has been writing tosh for a long time, but that is special even by his standards:

Ever since Tony Blair came to power, the British government has been what some observers call “Napoleonic”. The focus of authority was one person sitting on a sofa. In good times, it has worked. In a bad time, it has collapsed.

The system has never worked; nearly every disaster and near disaster this country has had these past twenty-odd years was made worse by it (sofa government). It wasn't even based on any kind of conscious reform either; they just assumed that was how things were done by leaders (having no experience of non-political leadership themselves) and that any objection to it was wrong.

In short it is Napoleonic, but that people think its a positive to say that just shows how rubbish the standard of historical knowledge is by people nowadays.
