If the refs start calling that then players will have to learn to not grapple people in the box and the number of penalties will stay where they are now. Refs should be allowed to call penalties for shoving in the box before the ball is kicked like a throw in. This would severely cut down on rough housing strikers on set pieces. Its against the rules as currently written and needs to be enforced.
