...whoever found it clearly reported it to the authorities. I suppose the other question is how it got there. You'd think somebody has chucked it off a boat.
I've heard that they anchor it off shore in nice waterproof bundles under the water, to be picked up when safe.
I think that anyone finding it and keeping it, would end up as a nice waterproof bundle themselves pretty quickly !
