Luang Prabang is my favourite. Utterly tranquil bit of Laos situated on a lazy meander of the Mekong where it meets the Nam Khan river surrounded by hills and jungle. nice food and beer, friendly locals. Small enough to walk round in an afternoon.

Bold to call it a city though! Its barely 2 roads! Absolutely wonderful place though.

if we are considering not-quite cities or whatever, I'll switch my response to Bend, Oregon. Central Oregon, about 100k people. Right on the Deschutes rivers. Home to 10 craft brewers from Deschutes (6th biggest in US, one of my faves) to small. It's a beautiful place that is small enough it still has a little Norman Rockwell vibe, i.e. a sense of community. Weather is great.

Lots of stuff to do as well on the river, nearby hiking, Mount Bachelor for skiing. Portland is only a 3 or 4 hour car ride away, crossing Mount Hood en route, so scenic...

Of all the places I've been, Rome is the one I want to return to the most.

Of all the places I've been, Bend is the one I would want to move to the most.

Bold to call it a city though! Its barely 2 roads! Absolutely wonderful place though.

Bigger than St. David's or Wells though. It is generally referred to as a city despite being the size of a medium sized market town.
