No, this is not in Lockhart. Black's is probably the smokiest smoke in Lockhart, btw.

Also, a friend took me to Miller's Smokehouse in Belton, TX, and it was very good, a nice place to stop when you're driving down I35 through Central Texas
The Lockhart Blacks have a location in Austin, and they ship it in fresh every morning from Lockhart. This Terry Black's is a cousin or something, a fraud using the Black name.
I got that scoop directly from a lifelong Austinite. I'm sure Terry Black's is fine BBQ, but it's not Black's.
