As there are no brackets, the answer is 1.

40+40=80
80x0=0
0+1=1

However, if there were brackets, the answer could be 1 or 41 or 80, depending on where the brackets were placed.

For the answer to be 1, the brackets would have to be: (40+40)x0+1
40+40=80
80x0=0
0+1=1

For the answer to be 41, the brackets would have to be: 40+(40x0)+1
40x0=0
40+0=40
40+1=41

For the answer to be 80, the brackets would have to be: 40+40x(0+1)
0+1=1
40+40=80
80x1=80
