So for the uneducated like me, a hung parliament means exactly what? No actual change? Teresa May still in charge?

A number of options:

It allows a number of parties to come together in a Coalition Government in order to achieve a total of seats that are required for a majority. The smaller parties would get seats at Cabinet according to their size..... or

One large party, probably the Conservatives to negotiate with another party(ies) so that the others will support their policies without actually being in Cabinet - minority Government......or

No party can negotiate enough support from ther parties to get their candidate elected as PM. In this case, May would probably have to ask HMQ to dissolve the brand new Parliament and there would be another General Election..... or least likely but what we have in Ireland t the moment.....

One large party gets agreement from the largest Opposition party that the latter will not oppose them on major issues e.g. Budget. This is not a runner in UK, but over here Fine Gael is in Government with a number of Independents, and the main Opposition Party has agreed not to oppose significant legislation and budgets provided it is consulted in advance and agrees. It is a most unusual situation but has lasted longer than we expected, with two Budgets having got through so far.

All depends on the final seats tally as to which option is most feasible.
