From my experience, that isn't the case. Certainly in the NHS the procurement system is often so complex that it's impossible for small providers to find their way through it. In the past week alone I've spoken to a couple that trade around the world and they've said if they had to rely on the NHS for income they'd be bankrupt, yet these are all doctors who would love to help, but the system really doesn't help them at all. There's a saying inside the NHS that the service has more pilots than British Airways. That's a lot of work for the startup with no money coming in.

It should be about getting the best people for the job, and whether they're public, private or non-profit should be irrelevant.

Not at all, as I've said previously to @catcherintherye, I think the most important thing is to get the best quality people. Whether they're public or private is irrelevant. Without that throwing money at a problem is unlikely to help, and I personally find it incredibly strange that the manifesto makes no mention of either the original Five Year strategy of NHS England or the update of the same strategy that was published barely a fortnight ago. Instead, the manifesto reads like that doesn't exist, that the executive of the NHS doesn't exist and Labour can simply swing in and save the world.

Regarding your last point, it is perfectly possible to do well by people whilst at the same time making money, unless of course you don't ask for a salary when you go to work and just do it out of the goodness of your heart. Oh to be such a mug ;)

I'm not sure there are studies on public procurement unfortunately.

This is the strange thing about the NHS. The have the best possible people available on the clinical side and what seems like a load of jobsworths on the management side....
