I believe the club are helping them out in some way, but, imo, it should be fan led.
When there are 50k+ fans at games a handful of them playing the pied piper role is not "fan led", I'm sorry.

Anyone expecting the owners, stadium events and commercial chiefs etc to help a football fan group looking to make that stadium the football team's home by flying flags aren't reading the script.
They dont want to box the 'facility' in to being the home of Everton Football Club.
They've stated plainly they want to avoid that in order to promote the space as a general event and hospitality venue.
And they defo dont want anything other than H*** D******** and Budweiser on the exterior and plaza.
