No, I think it will be around 20-30 mil and so 100-150 mil in budget overall.

Ideally, because of our position in the league and assuming we give out the old 5 year contracts, we can sign around five 20mil players this summer. Or a couple more if they are free. So 100mil in transfer kitty sounds about right.

I think it is what you file for every FY. So the extra year is not guaranteed.
