Twitter people seem to think that the Tier 4 rules are not enforceable by law, as there’s no mention of it in the legal acts which have been passed previously. They only refer to Tiers 1 to 3.

Therefore it is nothing more than guidance and people can in actual fact ignore them with no legal repercussions.

I’m no solicitor and neither are most people on Twitter, so take it with a pinch of salt.

How dare you! every user on twitter has a PHD in politics, medicine, law and diversity.

The ones who swap out their/there and your/you're are just tired from a day of doing doctor stuff

TBF even if it was in law, lawyers would be able to argue Parliament never intended these measures would be brought in now because the Government promised to debate it in the Commons first.

Plus, as was pointed out here yesterday, its largely unenforceable anyway - especially with the amount of notice that the rest of the state was given.

Looking into it more it looks like they have in fact changed the law this morning without Parliament. They published the text at 6am and it came into force at 7am.

I thought parliament have to vote it through? Are they allowed to add new rules under the covid legislation already approved or something?

Is it any surprise this has happened?

People are clearly going to see their families over the holidays as they were told that would be possible. Then to have that taken away and to be told you’re in a lockdown now has just created a sense of panic and chaos amongst people in london.

The government will be made up to see these pictures going around. It’s giving us all the chance to place the blame elsewhere when the blames lies solely at one door.

The government had to know this would happen too

Why did they take so long to announce it?

If that’s true then MPs should go nuts, though of course at least 360 of them won’t.
 
I'm having to be slightly careful with what I say, but you can't ask people to stay at home, when a lot of people don't get paid unless they turn up.
