I'd go with wholesale changes here for all the reasons mentioned.
Also I think one of the problems with playing a second string is squad unrest when you drop them as you move through the competition.
However, I think Ancelotti is really good at managing the squad and avoiding friction.
So give the second string a chance to shine against lower league teams and see if any of them can stake a claim to a start in a league game.

I'm happy to rotate but making 11 changes means we will have an extremely weak side on the pitch. I dont take anything for granted with our squad players.

It's a trophy.

You don't try to win a trophy just cause it gets you into the Europa League.

I don't even think you get into the Europa League this season by winning it. UEFA have some other trophy that you go into now that you have to win to qualify for the Europa League the year after. I still want to win it, its a trophy something we haven't won at all and and also something we haven't done since 95.

The LC winners, if not already in Europe by other means, go into a league format pre qualifying tournament called a conference, for the Europa League proper. That means a messy pre season.

Not saying I would turn up my nose at winning the League Cup, but yet again the authorities seem determined to ensure its as difficult as possible for clubs outside the elite to mount a top 4 challenge the following year.

No, it’s not like that. It’s a season long tournament like the Europa League. The winners will go into the Europa League the season after, it’s not a preseason Inter-Toto type affair

No reason that team shouldn't be able to go and win that game, it's their cup final but it's for most of these players too. They are bound to go in for roughhousing, we don't need our 1st teamers anywhere near that. Although I would name a strong bench just in case.
