Bought a new laptop and bought Total War: Rome II.

Love the Total War series of games. They've kicked it up a notch as far as governance and management goes and the AI doesn't sit there and roll over politically, they're making moves. Has annoyed me to no end though when I have been ready to wipe an enemy off the face of the map and they jump ship leaving the territory abandoned only to pop up and hit me somewhere else.

Already exists. Interactive movie or visual novel. No different to things in the 90s like Plumbers Don't Wear Ties or Night Trap. The only reason they are classified as 'games' is because the two genres mentioned have negative connotations attached.

Look at Indigo Prophecy for example - https://en.wikipedia.org/wiki/Fahrenheit_(2005_video_game) - exactly the same thing, but at least Quantic Dream were honest enough to label it as an interactive movie.
Fahrenheit (Indigo Prophecy) is one of my favourite ever games, if only for it being so different (for me) to anything else at the time. Good story and clever game.

It's good but the first person thing on naval battles makes it a bit easy.

I haven't had a go on the naval battles yet. I liked the Empire Total War naval battles because I really love that period of naval warfare. Ship fighting without cannons though? I just picture it being way too chaotic and close-quarters for there to be much in the way of strategy and tactics.

Empire is far and away my favourite, especially with Darth mod. But In Rome II you can aim missile ships manually, it makes life a lot easier. Doesn't guarantee a win but helps.
