You also never answered how you would apply it consistently to all 20 member clubs.

I'd argue if there's no rule in place, then you can't just make a punishment up and if you're going to, at the very least you need to be clear as to how the precedent you're setting will be used for all.

It was, is, and always will be reactive action, politics - by a desperate, chaotic organisation to stave off as much regulation as possible.

They also stated toward the end of the report that the punishment handed out will not be used to set a precedent on other breaches.

That was my biggest worry about the whole thing. Leaves itself open widely to misuse and an abuse of power.

I'm in agreement with you, it's two breaches. Just because the reporting periods overlap doesn't mean they're not different.

Again using that example, if we knew our calculations were not accepted on 05/30/2023, we would have been expected to rectify the situation (sell players) by 06/30/2023.

Either we didn't know, didn't care, or the breach was so large we couldn't do anything about it.

The penalty for both shouldn't be in the same season if a points deduction
