The Toffees were heavily linked with the 30-year-old, who has stated ‘there was interest’ during the transfer window.
David Moyes signed Soucek for West Ham, and was reportedly interested in a reunion, with a bid rejected by the Hammers.
Speaking with Czech outlet Ceske Noviny, Soucek has revealed why the proposed move never materialised.
He stated: “There was interest. It was in the media, it was also felt at the club. But West Ham and I said no, because I feel the strength of West Ham.
“I feel (I am in) a stable position there that is recognised. So, I look forward to further cooperation at West Ham.”
The Hammers lost their opening two games of the season, before picking up three points at Forest last week.
Meanwhile, Everton have won three on the spin in all competitions after a very lucrative transfer window.
With nine arrivals in total, Moyes’ squad looks much stronger so far this season, with Jack Grealish and Kiernan Dewsbury-Hall particularly standing out.
Indeed, quality was added, as well as plenty of experience. However, there was a youthfulness to many of the new recruits.
The likes of Tyler Dibling, Merlin Rohl, Adam Aznou and Charley Alcaraz, all in their teens or early twenties, suggest a fresh approach to recruitment.
These players can grow together as a squad, with each of them possessing bags of potential.
With this in mind, Soucek doesn’t meet the criteria that Everton should be looking for in a player.
Indeed, with no goal contributions so far this season, the Czech international has underperformed, especially compared to Everton’s new midfield options.
I doubt many Blues will be losing sleep after missing out on this one.
