Its million, not millions.

Million is plural by its very nature. The s at the end is not really necessary.

Very black and white way of looking at things too, of course a top manager would not come here with that amount of money to spend, a top manager may not come here with loads to spend either. That doesn't mean we had to appoint the absolute dregs of the management barrel though which is what he was.
