No, it doesn't. Anyone saying "almost certainly" is absolutely stating that they do not know their claim to be factual, just that they have a large amount of confidence in it. This is not something that requires an advanced understanding of English.
From the video I've seen posted in here which is apparently the cause of the riot I don't know where it was, when it was taken, if the girl is 15, if the guy is 25, if he's actually an asylum seeker, if it was reported to the police.

Indeed, but fortunately these are things that are relatively easy for the police to investigate. Not convinced they'll bother to but time will tell.

It's quite difficult to give a year 3 English Lesson on GoT, but if you're really struggling with how "almost certainly" is in of itself a claim that we cannot know for absolute certain, I think you should probably do some courses tbh mate.
Highly recommend reading Everyday Sexism by Laura Bates. I was aware of lots of the issues but still shocked by the levels of it and the number of girls aged 4/5/6 reporting sexism etc. it’s eye opening. We really treat females in our society awfully.
