Can't go wrong with Wordpress really - depends on your tech ability. There's Wix too.

This really. (I've been running my own sites - Wordpress and static - for quite a few years now.) A lot of Wix sites I've seen have been fairly useless when it comes to mobile-friendly design, though.

You are going to need hosting (if you don't have it already). Ideally get a cheap account with a one-click Wordpress install, follow the instructions on the official WP site, and then install one of the bog standard templates that come free with it. If people fall in love with your work and want to pay you actual money, then you can always tart it up later.
