Usmanov and his related companies will I believe get preferential treatment from Peel on specific sites on the docks and will make money that way
The redevelopment of the docks offers endless business opportunities for those with the means to access them
If he ever decides to sell the club he will more than get his money back with a new stadium

How will Usamanov "make his money back on the docks"?
We are buying either freehold or a long lease BMD from Peel Holdings. Unless I've missed it we are only acquiring land for the stadium and its immediate ancillary uses. The stadium will cost whatever £250m+ and become an asset/liability for the club. Are you saying that the new stadium will help increase the value and potential of the club so that, say in 10 years, Moshiri/Usmanov can sell it for a profit? I can potentially see that but lots of risks and uncertainties. But there's no way Usmanov will make huge profits from the bricks/mortar/land at the docks in my opinion.
I see Navalny in the same light as [Poor language removed] Riot. Insignificant actors given huge credence in the west because they want to support those that destabilise the status quo in Russia just as those in Russia meddle in the politics of the west.
As long as the likes of Usmanov are wheeling and dealing and have a big economic impact outside the borders of Russia, as long as they keep their noses clean, no one will do a thing to hinder them and hurt their own economies especially during Covid and its hopefully soon to be aftermath.
