Pakhator Tashkent is an Uzbeki club that play in the top level of the Russian League.
Various other reports say $20 million invested in the actual Uzbeki football club so there is a wide discrepancy between different reports which mean its highly likely to be either exaggerated, out of all proportion or at least misleading

I’m pretty sure the club doesn’t actually own the land Stamford Bridge stands on, and that it was bought by a consortium of Chelsea fans when the club was in financial trouble in the 70s.

No he isn't but any significant moves would almost certainly have been noticed and reported more widely by now.
He's quite likely to be moving extremely large sums in search of better opportunities reasonably frequently, if this was in any way newsworthy it will have been or will be reported more widely than one source the Kommersant newspaper. (Russian business paper)
He's also reportedly said he has no plans to buy the club.

Nothing he has done has been widely reported so far, other than him having no interest in Everton, him never sponsoring Everton and how he will never sell Arsenal. Thats what main stream media sources have said. They have been wrong at every turn. I would not use the mainstream media as a barometer for what he is going to do.
There is a chance he will be involved at Everton but few would know. There's a chance thats already happening.
