I think he wants it as a first option, but realises it's unlikely but still worth a pop.

As for what happens in the event of the offer being turned down, it's a case of "who knows" really.

The financial return ain't enough for these kind of guys (normally). Usmanov wants to control arsenal and win. If he is unable to get that control he will leave and move on. Not in the immediate but at some point.
