Of better player for less money...If the alternative is to sign a worse player for only very slightly less money then not sure that's smart.

Disagree personally. Ndiaye is someone who's game is all about carrying the ball forwards. Big difference between that and what Guardiola had him doing. Moyes hopefully will give him license to be more creative, try killer passes more often and focus less on ball retention above all else.
