Look at it this way, how many neutrals would pay for a ticket for a Europa League group game? Next to none, so why do so many deserve to go to the final?

It's part of the deal that UEFA make with the host city. Basically, ticket purchases through clubs generally cost less than tickets in the "neutral" sections. Hence, whoever is hosting the match cuts a deal with UEFA so the majority of tickets are sold in "neutral" sections. This increases the take for the city at the clubs expenses

Considering the city will already be making a lot of money from people coming and spending, I think it's a dick move myself. Oh well, that's the way it goes when you're dealing with a group as naturally corrupt as Uefa I guess
