Van Dijk was onside and scored a header. But another liverpool player was offside and deemed to block an opposing defender, so was deemed active, and was given offside.

Why was it disallowed?

They had a free kick, Chelsea had two men on VVD, Endo deliberately and clearly blocked one of them off from an offside position with the ball nowhere near them. VVD was now free enough to score.

It was given as offside but why it wasnt a foul as well is something I don't understand
