It's just semantics. The point being made is that handball is not an automatic booking. The situation relied on the referee to decide whether picking the ball up whilst it was still in play merited a booking.
Mere conjecture that the ref bottled it as (1) he would have had to send off a Big 5 club player and endure a media sh*t storm and (2) It's only Palace.
If it was say Huddersfield v Swansea, how many referees wouldn't have booked a player for picking up the ball with both hands on the edge of his own penalty area with the ball still in play?
