According to the regulations (see UEFA.com) the direct head to head counts - which eliminates Basel at the moment. The criteria are reapplied and, as things stand at the moment The RS are 2nd.

what was the point in getting moreno? he seems alright going forward, but is another who can't defend for jack. when you have the biggest liability in the league at RB and two centre backs who can't defend with sakho and toure in reserve, why would you then go for an attacking lft back? you need one of them back there who actually knows what they're doing.
