I thought it was 15 years ago. Time is a tricky thing.
Just the 34 years, then? This one seems to suggest there was some kind of random accident in Brussels that night...
I suspect some attitudes were entrenched because of a failure of justice surrounding another disaster*.
And the new memorial has been asked by support to be more visible and accessible. I didn't design the badge, nor have I checked any of the accompanying literature.
