They need to figure out some standards for when matches should and should not be called off, and they need to do it fast. I suspect that they don't want to create meaningful rules (the availability of 14 registered players is an appallingly loose standard) and instead retain discretion because they want to avoid handcuffing themselves into a situation where they would be unable to complete the season per the provisions of the TV contract.
The show must go on, because otherwise you have to give the ticketholders' money back. In this case, the meaningful source of funding is television, so the league is bowing to their need for content with which to sell advertising until they absolutely cannot do so.
The problem with that approach is that they're setting themselves up for an avoidable tragedy for which they will find it difficult to escape blame. If they want to keep all of those foreign eyeballs watching that their current business model depends upon, they need to start prioritizing things like player safety and the integrity of the competition. Otherwise, they'll just repeat the experience of NASCAR in the first decade of the century.
