"We" can't because its invariably a racist term; black isn't and IIRC has never been. Noone would be offended if he has used "black" as a descriptive term there to say who he's sent off. If he's said something else (and we don't know what has been said) then obviously thats different.

We do know what has been said, it's in a video earlier in the thread of the official saying what he said.

He used the word "negru" when referring to the Istanbul assistant. Negru is black in Romanian so I think partly it is a translation issue as the Istanbul bench assumed he had called Webo a "negro". Demba Ba's point (which is on another video) is that the official wouldn't refer to someone as the white guy so shouldn't be referring to someone as the black guy.

The officials know that they can just keep getting away with it.

It’s seems to be literally every 2 games they get a penalty. I’ve never seen anything like it.

If thats what Ba's point is, then I'm sorry but I really dont think he has one - according to the internet, Webo is the only black man amongst an almost all-Turkish coaching staff. Yes, the official wouldn't point to another coach and say "the Turkish one" in that context but he probably would have used some other physical descriptor to point him out.
