I think he he is the fastest by quite a lot in sprint speed and very good at acceleration (some players may be equally as quick over 12 yards). Capello was inventive (played him deep) when trying to fit him in the England team. The problem is he is so fast that there is not enough space for him to run into and players not so fast can be as effective. His pace gives any defender the willies.
