Moyes seems to be doing alot of the deals himself this summer.

Maybe he has decided that he cant trust bill to do the deals.

Bid could have been accepted, also, you dont need to have a bid accepted, just permission. Happens all the time, the player/agent talks contracts whilst the clubs discuss a fee, saves time.
