Bloody hell I hate coming on here defending Tories but....

Firstly he's the PM. If ever there was a case for an exception it's him as the country needs him back for one of the most important and stressful jobs possible. I'm Labour through and through but the UK voted in the Tories and the last thing the country needs right now is civil.war and division at the top of government.

Second his no.11 flat is the definition of a flat above the office so to get proper rest and recuperation he needs a break from the work scene.
