...on telly this morning, Steve Rotherham said Penny Lane could be named after the local penny toll, so perhaps he’ll say Bramley-Moore was a field full of apples.

There is some evidence that Penny lane was named Pennis (pennies) lane in 1841, 52 years after his death, it was later renamed to Penny lane, but yes, it was a after a toll on that road, not after a person.

There are several claims, but none have absolute definitive proof of the reason for the change to Penny Lane. It does however seem more than likely to me that it was a rename of Pennis to Penny, rather than an individual who had no known connection to that area.

They're bricking it in case their only real source of income (beatles tours) is cut. Should be renamed just for that abomination of a song.

A trip to the central library and a look at a few old maps to see when the actual lane first features on a map and if it has a name will solve the problem

Yates 1786 map of S. Lancs shows an alas, unnamed small lane in the same position.
Back then the penny lane area was well out in the country and not considered worthy of proper mapping
But old associated names tend get passed along after the road is build up and expanded.
Nearby Smithdown Lane got built up and became Smithdown Rd.
Lack of maps prior to 1850 make it hard
More onsite local research needed.
I think we will never ever really know

I wouldn't bet against the council changing it to beatle lane or something equally banal, like tourist dollar lane.
